Fabric is some sort of cotton with a shine that makes it hard to photograph giving it weird shadows. Refer to the final photo for more accurate details.
Two snap buttons have problems. Snap pulls its male part off from the fabric. But it can be fixed back onto the fabric. All snaps are functional regardless.
Appears to be a homemade piece most likely for rodeos.
